East Baton Rouge Parish Town Bans Tying-up Dogs

December 29, 2004, BAKER, LOUISIANA-- The East Baton Rouge Parish town of Baker has made it illegal to tie up or chain dogs for more than an hour at a time. The City Council voted to ban the practice last night. The new measure applies whether the dog is in a fenced or unfenced yard.

Supporters say chained dogs can be especially dangerous when children wander nearby.

But some dog owners say it's NOT true that dogs that are tied up become more dangerous. Others complain that not all dog owners can afford to put up fences.

And Councilman Trae Welch believes it will force some people, including children, to get rid of their pets.
